Chasing saves is a difficult game to play, as you have found out. It is okay to chase saves so long as you do not blow your FAAB budget on it and so long as you are not wasting a roster spot. I'm in an NL-only 12-team, second to last in saves while playing the closer merry-go-round game in St. Louis and LA. I've had Franklin, Boggs, Padilla, and Guerrier, none of which have yielded much so far.
